In both of these cases, the Update GUI doesn't show the policies configured, and Server Manager shows "Install updates automatically" - but the AUOptions registry key is set to 3 download an install only , and sconfig shows download only.
For what it's worth, the GUI does tend to lag behind when the settings change, hitting "Check for updates" can help with this, though it may also trigger the installation of updates so depending on circumstances it can be risky. Have you checked local policies with gpedit.

I'll do my best to help you with this. Windows is already automatically downloading updates unless you use the Pause option shown on your screen-shot to disable it for a time. I believe this has changed recently and there's no longer the "Choose how updates are installed" option. I've just checked a couple of my own computers - and they both show the Advanced section exactly like your screenshot - and they definitely automatically download updates!
